Aurora was created from a simple observation:

The most important decisions are often made using incomplete information, inconsistent documentation, and limited opportunities for shared understanding.

In systems that serve children and families, these challenges can have lifelong consequences.

Aurora exists to help address that gap.

We develop tools, frameworks, and educational resources that support clearer documentation, more consistent decision-making, and greater transparency across human service systems.

Our work focuses on the intersection of policy, practice, data, and lived experience—recognizing that each offers valuable insight, but that meaningful improvement requires all of them to be considered together.

Aurora is a platform of tools designed to bring transparency, collaboration, and shared understanding to family-serving systems. Our first tool is a deterministic, rules-based family assessment built on Structured Decision Making (SDM) and Team Decision Making (TDM) practices — the same risk and safety frameworks used across child welfare systems nationwide.

Whether documenting a family assessment, reviewing a case record, evaluating service needs, or examining system performance, the goal isn’t just to collect information — it’s to create a clearer, more reviewable picture of what happened and why.

Our first tool — a deterministic family assessment grounded in SDM/TDM methodology — is the starting point. Every output traces back to a documented rule, not a model’s guess. Additional tools are in development, each built around the same goal: connecting policy, practice, and family experience into one coherent, reviewable system.

Aurora was created by Jessie Sicley, a livexperience advocate, independent researcher, and systems innovator whose work focuses on child welfare, family preservation, prevention services, and the relationship between policy and practice.

Drawing from both personal experience and extensive policy research, Jessie has spent years examining how systems function, where they break down, and how they can be strengthened through transparency, collaboration, and practical innovation.

This perspective has informed the development of Aurora and continues to shape its evolution.

Rather than approaching challenges from a single viewpoint, Aurora seeks to bring together the expertise of professionals, policymakers, researchers, families, and community members to create solutions that are both effective and grounded in real-world experience.
